Law 7/2023 on animal welfare, in force since September 2023, states that dog owners must hold civil liability insurance covering third-party damage. The obligation is written for all dogs, regardless of breed or size. The practical detail (minimum coverage amounts, how it is checked) depends on secondary regulation that has been pending since the law passed, and regions and cities keep their own rules on top. Some municipal rules, Madrid's among them, already required liability insurance for all dogs before the national law: check the current ordinance of the city you visit. For potentially dangerous breeds (PPP) the older, stricter regime applies: license plus insurance, always.

Germany: depends on the Land

There is no federal rule.
